You would do this:

  mv d-rats d-rats.py
  python2.5 setup.py py2app

However, that won't work until you have compiled all of macports with a
special flag to make it relocatable :)  However, if you get an error
from macholib about a header being too large, then you're almost there.
 Hopefully later today I'll reveal my document with the steps for that
flag and then you'll be in business... :)
