[drats_users] Can't start Drats

Hi Dan:

I have done a search of my hard drive and I can't find d-rats.config  
and debug.log.   Per Dave's suggestion I have downloaded  
installer.exe and installed that.  Still a no go.
Looks like it's trying to load and then stops.
