 We are setting up a new D-STAR system in our county for emergency comm and
 I'm trying to learn it's capabilities to teach other new users.
 D-RATS is of course of great interest and I'm preparing to discuss it in
 our next session in early Jan.

 I have downloaded 0.3.1 from this website, installed by executing the .exe
 file.  Installation went without a problem.

 I go START > ALL PROGRAMS and execut the D-RATS Communications Tool.  A
 D-RATS window frame comes up with nothing in it (it shows transparent) -
 the error in the Summary above is displayed, then the window is filled
 with a white background.  By selecting "For more information about this
 error, click here.  I can get a txt file that was generated by the system
 that is attached.
