[drats_users] Addressing E-mails?

In the past when I have sent E-mail messages, an option appeared when I hit 
"Send" allowing me to enter the recipient's E-mail address.

In the lates versions, the E-mail is sent to the D-Rats station, but there's 
no point in the process where I can enter the E-mail addtess for the 
recipient.

Where in the current version is the recipient's E-mail address entered?
