[drats_users] Ratflector

Hi all,

Had a bit of an equipment fire here today.  Nothing major, luckily, but
it has taken the ratflector out of commission rather forcefully.  I'm
going to try to get it back online soon, but it will likely need to go
up and down a bit as I get it moved back to a permanent home.

The mailing list was on the same machine, so I'm hoping this email will
be my first proof that it's working in its new home as well :)
