[drats_users] Setup D-rats and DV-dongle

Go to Preferences and click on the "Radio" section on the left.  Hit the
"Add" button.  On the resulting dialog box, give it a short name and
choose "Dongle" as the type.  Hit add, then save.

This assumes the DVTool app is running, of course.  Your data goes
wherever DVTool is connected.
