Hi all,

As discussed, I'm posting b3 sooner than normal because of the
preferences breakage.  Changes are:

- Fix preferences breakage
- Optimize map tile calculation
- Cast the sender's callsign to uppercase when attempting an email
- Fix notice/ignore expressions and make ignored chat traffic not
  blink the window or trigger a sound event
- Add a setting for map tile TTL, which will help make sure you get
  fresh maps every once in a while (if connected)
- Change the format of the station idle timer to make it fit better in
  the window
- Add tooltips to the station list
