Comment:

 I'm not sure why this is happening, but it appears to have been a problem
 for quite some time.  Checking with 0.2.10, I see that even before any of
 the recent map improvements, low zoom levels have wildly distorted
 latitude calculations.  After a fair bit of study, I can't quite figure
 out why this is occurring with latitude and not longitude.

 As a workaround, changeset:1425 adds a "fudge factor" value function that
 measures the disparity when the zoom level is changed and uses it in
 subsequent x,y calculations.  This seems to mask the issue sufficiently
 until a real solution can be constructed.

 I'll mark this as "fixed" even though I'm not considering it completely
 so.
