[drats_users] D-RATS 0.3.0b2

Hi all,

I just posted 0.3.0b2.  There isn't a huge amount of stuff in this
one, but given that I made some tweaks to a few GTK calls that could
potentially be problematic, I didn't want to cram too much in here to
make determination difficult.

Changes are:

 - Add a stations side-bar.  F9 or View->Side pane to show it
 - Updated the radiogram stylesheet to look like the ARRL compact one
 - Fix outbound chat sound notifications (i.e. prevent them)
 - Fix reporting of station distance and direction in map window
 - Fix (hopefully) the occasional funkiness with the map load progress
   bar
 - Some potential GTK stability fixes for Win32
 - Add revert buttons to some configuration settings that reset to
   default values

The stations side-pane doesn't do a whole lot at the moment, but there
will be more to come there.
