[drats_users] D-RATS 0.2.9b13

Dan,

I went to the website to download 0.2.9b13 and the latest version I found
was 0.2.8.  What did I do wrong?

Hi all,

I just posted 0.2.9b13 with the following changes since the last
announcement of b5:

- Added some filtering to incoming mail addresses to help with automatic
  forwarding
- Upgraded to GTK 2.14.6
- Changed installer to delete old D-RATS installation before installing
  to avoid old crufty DLLs from hanging around.
- Fixed unused import of uuid to allow py24 execution
- Improved startup speed with large map overlays
- Removed idle timeout from socket session
- Updated Italian translation from Leo
- Added "Request position of..." option in callsigns tab to allow asking
  station A what the last known position of station B was.
