[drats_users] Case sensitivity & Incoming Email Problem 2.9.2

> Case Sensitivity - This little gremlin has shown up again. Case conversion
works in most all aspects of the application accept under the main settings
Call Sign Field. You can input lower case into this field and it shows as
lower case (no conversion is performed) . 
 
> Unable to enter new incoming email account. Fill in the fieldsd and all
that shows up are a couple of "0"s
