Sometimes a little plastic shaving is needed. Shave carefuly a little off the plastic shroud around the cable male connector where it plugs into the radio as it interferes with the radio's case prventing the connector from solidly seating. This may be the issue here...

NO luck yet. I held the plug in as far as it would go, no change. I turned the volume up all the way, no luck. I closed CHIRP and re-opened as Administrator,still no luck up or downloading.

Try making sure you vigorously plug the connector into the radio and hold it in while loading from chirp. Also turn the volume up from minimum. Last resort run chirp as adminstrator.
