Yes, but that begs the question... chromebooks are like super
expensive for what they can do. I'd rather <WARNING: OPINION
NOT TROLLING> buy a juiced up 13" lappie, wipe OEM windows and
install Linux, then install VirtualBox for whatever else I need.

been looking at this beauty with Neon preinstalled : https://kde.slimbook.es/

But, for reality, it's the similar to my Dell E5470 running
Linux. 16G/250SSD/i5, except it looks cooler, and is cheaper for
same. LOL :)

You can hack the Chromebook to run Linux, either by setting it up to dual
boot (run Chrome OS or Linux) or by completely overwriting the factory OS
and going full Linux. Here's one of the tutorials that I used when I was
using a Chromebook last year:
https://www.pcmag.com/how-to/how-to-install-linux-on-your-chromebook.
If at all possible, I recommend finding an inexpensive, used laptop and
using Windows or some variant of Linux because it is a bit easier, but it
can be done with a Chromebook.

I am tempted to second this. I know chrome has an "expert" feature that
can be enabled where you can then run normal Linux programs (like gimp etc)
but the file system was severely limited last time I used it about a year
ago so I wouldn't expect any /dev/ttyUSB* devices to be available inside
the sandbox.
It will definitely take some poking around by someone with a Chromebook
laying around (which I do not anymore)

Impossible without serious knowledge of Linux I believe. It can be done if
you reload chrome os with generic Linux though.
