If this phenomenon of missing the first couple of words happens when communication with a paticular individual, then perhaps that individual is "Quick Keying", or not fully engaging the PTT on their radio before speaking. If this seems to be the case, encourage them to consciously be sure they're pressing the PTT and pausing slightly before speaking.
