I am trying to download my local repeater list through
Chirp and RFinder. I have an Rfinder account. That isn't
the problem.

The problem is when I put in the latitude and longitude
for Sacramento California, Chirp complains and says
"invalid latitude".

I have tried all the different ways I can think of to enter
Latitude and Longitude in, and it doesn't help. I've even
tried leaving it

blank. It still says the Latitude is Invalid.
