Dave,
Based on the manual, the radio is a Dual Band (where the 5X3 is 3 band).
Also, the ABR (backlight display time) maxes out at 5 seconds, where newer
models time out at 10.
Based on the manual, it appears to be a base line Baofeng UV5R.
When visiting the Rugged Radio web site, it is easy to see that the radio
shown in the pictures was programmed using CHIRP. How can I tell, you ask?
It is programmed with 7 character channel names. The Baofeng factory
software only allows 6 character channel names.

Then on the Rugged Radio software page, the RH-5R has links for Windows,
Linus and Mac OS X programming software. The Baofeng factory software is for
Windows only. All three links point directly to very old CHIRP daily
versions (20150707).

My guess is that the RH-5R can be programmed using the latest CHIRP daily
build by selecting Vendor: Baofeng and Model: UV-5R. Confirm this and I will
add it to the list of of more then 41 UV-5R variants that use these same
selections.

I believe what you say is true, but you don't have to change the file you
downloaded from the radio. You can upload a different file, one of the stock
files in chirp or one you have created.
I have not used it yet but I believe that you have to export first from
your radio to your computer. That establish a contact between the computer
and your radio.
Then change the spreadsheet, that is a part of Chirp,?enter all your
frequencies and then import that spreadsheet into your radio. Please let me
know if that works as I have ordered a beaufang from China and I will have
to do that too.
Just a clarification because I'm doing
Looking at the manual, it does not have any of the extended features the
UV-5X3 has. I'd say, it is simply a repackaged UV-5R
'Back in the day' I thought one of the issues with using Excel to process
csv file and Chirp was that Excel tended to truncate trailing commas for
empty fields whereas Chirp was a stickler for those being in place to make
the columns line up correctly.

Am I misremembering or have either of those issues been improved?
Yeah, and the problem really is whether the CHIRP software will be
compatible with the radio's firmware; and there is always the possibility
that the radio will be damaged or bricked.
I have tried changing the column headers to match those in the stock files.
When I do it seems to recognize the file but it then says no channels found.
If I change the location column back to channel it does not recognize the
file. Why can't find any channels? Does the order of the column matter?
Here are the column headers:
Location Frequency Offset Duplex Mode Name Show
Name Tone Mode Tone DCS Tx Power Skip
Step
Thanks for the help,
Once again, if you would share (attach) your CSV file, Tom or I (and likely
many others) could tell you exactly what is wrong.
Dave,
Based on the manual, the radio is a Dual Band (where the 5X3 is 3 band).

I have not used it yet but I believe that you have to? export first from
your radio to your computer. That? establish a contact between the computer
and your radio.
Then change the spreadsheet, that is a part of Chirp,?enter? all your
frequencies and then import that spreadsheet into? your radio. Please let me
know if that works as I have? ordered a beaufang from China and I will have
to do that? too.

Yeah,? and the problem really is whether the CHIRP software will be
compatible with the radio's firmware;? and there is always the possibility
that the radio will be damaged or bricked.
I have tried changing the column headers to match those in the stock files.
When I do it seems to recognize the file but it then says no channels found.
If I change the location column back to channel it does not recognize the
file. Why can't find any channels? Does the order of the column matter?
Here are the column headers:
Location??? Frequency??? ? ? Offset??? Duplex??? Mode??? Name??? Show
Name??? Tone Mode? ??? Tone??? ? DCS??? Tx Power??? ? ? Skip
Step
Thanks for the help,
Once again, if you would share (attach) your CSV file, Tom or I (and likely
many others) could tell you exactly what is wrong.
Well, they need a business license and then program the radios to what
they are legally licensed to use....

IF the radios are Part 90 approved for business use.
This, of course, depends on what country you are in.
This mailing list is intended for discussion of the Chirp software.
General questions about radios should be left for more appropriate
venues. Here's one I found that may be helpful to you:
If you have an FT-1802, give it a try with Chirp's FT-1802M driver. I
wrote it and I only had an FT-1802M to test it with. I can't tell you
if the FT-1802 is any different because I've never touched one. They
could be exactly the same.

What I would do to test it is manually enter a few memory channels in
the FT-1802. Then download into Chirp and make sure those channels are
where they're supposed to be (channel 1 is channel 1, etc.) and that
all the frequencies and tones are correct. If it all looks good then
there's probably no change to the memory layout between FT-1802 and
FT-1802M.
When I try to read the radio it does not identify the model number correctly. ?It sees that the radio is a Yaesu but the wrong one.?
That description is not consistent with the error messages I see used
in the FT-1802M code. If you send me your debug.log I might be able to
help more.
