You are likely choosing the wrong vendor/model or you don't have a
working connection between the computer and radio. It sounds like the
radio is a UV-5G variant so once you have confirmed that your
programming cable is connected properly (compatible driver loaded,
2-pin plug fully inserted, etc) I would recommend that you try:
Radioddity / UV-5G.
