[chirp_users] Chirp will not install

Doing proper grounding, the old trick used for years was a
proper rubber pencil eraser. (I worked for DEC for several
years and a wonky FlipChip usually got straight with that
treatment). Did wonders (it still does for me mind the grounding
though) and brings a lot of "bad" devices back to life.
