[chirp_users] Can't install on Ubuntu 23.04

I just followed the updated instructions on the ChirpOnLinux page and
was successful at installing the latest CHIRP-next on a clean install
of Ubuntu 23.04.

The only thing that was missing from the updated instructions was
installing pipx "For distros with the managed flag (Ubuntu 23.04,
Debian 11 and later)".

That can probably be added to step 1 but I did it just prior to
running step 2.2.

sudo apt install pipx
