[chirp_users] chirp-next for NixOS

Hi Tim,

I think if you use Chirp from nixpkgs-unstable / nixos-unstable, you'll
get
chirp-next with python3 (from 2022-12-07.)

Try this:

nix run nixpkgs#chirp
