[chirp_users] New chirp-next build

I'm honestly so grateful this might make it back into Gentoo's portage soon.
If I get some free time (not likely) I'll try to get a ball rolling on a
new ebuild.
Also....
For some reason I never sudo...
I 'su' then 'exit'.
Because, what if I need to run a 2nd command... Or 3rd? Or what if I need
to, 'rm - rf /' shoot did I just hit enter? Ctrl-C! Ctrl-C!
