[chirp_users] Older version

Recognize that the older version of chirp you are asking about requires
Python 2.7 and the new version uses Python 3.9+.
There is a distinct difference and I believe no new fixes or development is
being done on the Python2 version.
Python 2 itself is no longer being supported or improved by its developers.
