[chirp_users] Windows 11

[Archie Miller]

Stumped.  Windows 11 apparently doesn't have the [ports which were in W-10,
and it's not intuitive to add new ports. I had been using CHIRP with a
Yeasu FT-60R and a Baofeng.
Suggestions?
