[chirp_users] Programming

If the radio would allow it, you would do split frequencies, not tones, like 
I did with my Baofeng so I could receive the ISS on the 440 band and 
transmit on the 2M band.

You completely misread what dean wants to do:

His local repeater had interference from an AM broadcast station, so to 
eliminate the interference, they went to split tones on the repeater.

A second question was raised about only encoding his transmissions, not 
using a 'tone squelch' on another (different) repeater.

I have no idea how you turned interference from an AM station into receiving 
an FM broadcast and the re-transmit that FM signal on the AM aircraft band.
