The original Dean, unless I'm reading this way wrong, you're wanting to 
receive an FM Broadcast signal - that would be WFUS out of Tampa Bay - 
and wanting to retransmit it on an aircraft band.  I seriously doubt 
that even the Chinese radios are going to let you do that.  They've been 
limited to the general hams bands (the old ones also worked on the GMRS 
bands) but as I'm reading your request, you're way out of those.
Inquiring minds ant to know:  Whatcha trying to do??
