[chirp_users] Import Export missing

Julian;

      You installed the incorrect, or the least  preferred version of 
Chirp.  The version you installed using Synaptic, or APT INSTALL, is 
packaged by "who knows"  Please install the Snap or Flatpak versions.  
Your Export and Import selections will be there.
