[chirp_users] Windows 10 and 11 S Mode

I see more Windows discussion than anything else.
It is so easy to run on Linux (where it is native) that
for the price of a RPi, why put up with that steaming
batch of stupidity called Windows. And for the price
of a RPi 400 you just need to add a screen and you
are off to the races...
