[Ran Katz <rankatz at gmail.com>] [tg-uv2+] Add 2 stopbits serial port setting fixes #8591

A (Windows) user discovered that teh driver did not commmunicate properly with the radio,
The causewas wrong (default) stopbits setting ( was 1 stop bit).
As OEM SW uses 2 stopbits and fix was valicated on Windows and MAC, driver is updated accordingly.

Changes for Build #684
[Craig Jones <craig at k6nnl.com>] Anytone.py -- Descriptive changes only: (#18)

* Anytone.py -- Descriptive changes only:
- Added explanatory comments
- Extracted "magic numbers" into named constants
- Added TODO and FIXME comments (mostly regarding my research as to where various settings are located in the image)

[Dan Smith <dsmith at danplanet.com>] Merge branch 'master' of github.com:kk7ds/chirp

[Jim Unroe <rock.unroe at gmail.com>] Address slow uploads for radios programmed by btech.py driver module.

Uploads using this driver have always been slow. A patch submitted to
address issue #3993 made matters worse.

Testing has indicated that the "sleep" that has been in use from the
begining and was increased in issue 3993 is only necessary during
downloading.

This patch addresses the issue by only having the "sleep(0.002)"
effective during the download cloning process. Uploads with the
"sleep" removed have been tested to be just as fast as downloads.

fixes #9818

[Jim Unroe <rock.unroe at gmail.com>] [TH-350] Declare valid tuning steps for TYT TH-350

This patch adds 'rf.valid_tuning_steps' to declare which STEPs that the
TH-350 supports.

fixes #9810

[goldstar611 <goldstar611 at hotmail.com>] [Github Workflows] Update package list (#20)

Calling `apt-get update` should fix error in the last workflow run at https://github.com/kk7ds/chirp/runs/5668735664?check_suite_focus=true#step:3:46

[Dan Smith <dsmith at danplanet.com>] Add Baofeng UV-9RPRO alias
