[chirp_users] Btech UV-5X3

Power on massage field is grey'd out for Btech UV-5X3 so cannot set 
message. No error messages. All other features to  upload programing to 
this radio work !  I can activate the power on message via the radio 
menu but it reverts back to no message after uploading from CHIRP.  I 
tested this same daily build to activate the power on message on a  
BF-F8HP, BF-F8+III  as well as a Yaesu FT2900, all worked without issue?
