[chirp_users] Baofeng UV-82 issues.

To comply with the FCC (so they can keep selling radios) the newer 
Baofeng (et al) are being locked to only the bands with amateur 
frequencies.  Not only is there not an easy fix, to my knowledge there 
is no fix except to find an older Baofeng.
