[chirp_users] Support for Yaesu FTM-400XDR?

Hi Kevin,

Chirp cannot do the job I'm afraid. The Yaesu software 'works' but it does
have some interesting behaviours. I am sure many people will agree that the
RT systems software is generally a much better option (radio comes with the
cable :-) )
