I got the FT23R UART  driver from the FTDICHIP.COM web site today.

The web site is
https://www.drivereasy.com/knowledge/ft232r-usb-uart-driver-download-easily-quickly/

This led me to another we site
https://ftdichip.com/drivers/vcp-drivers/, the real driver site.

I looked over the files and decided on
https://www.ftdichip.com/Drivers/CDM/CDM21228_Setup.zip.

This file added COM: 3 to my lap-top, a Dell Precision M6700.

I hope this information helps another user. I'm using Chirp software to 
program the radio.
