[chirp_users] Wouxun KGUV9D Plus

Attempting to program 3 KGUV9DPlus radios.  CHIRP seems to accept the
edits, and sends to radio.  Even shows all 78 stored channels when loading
from radio.  BUT the radio is not reading any but the first 2 channels.
HELP!
