[chirp_users] uploading to / downloading from Puxing radio

I believe this to be the case, and said as much in my previous response, which included a link to a CHIRP support discussion that was updated as recently as a month ago, discussing how CHIRP doesn't support that exact model. I can't find the link again (it should be in the thread) but I found this similar thread as well:
