[chirp_users] uploading to / downloading from Puxing radio

I also have a Puxing PX-888K and love it.  But, I ended up using a software
package supplied by Puxing called PX888 UV.  This works fine.  I have not
been successful with Chirp for this radio.
If you can't find it, I can send you a copy.
