[chirp_users] Can't find Com Ports on Windows 10

CHIRP now recognizes Port.

When I try to write to the radio I get the following:

Failed to communicate with the radio: Radio did not ack block 1.

What is the sequence for starting the download?  Do I hold any buttons while
powering up?

This is one of those "if you have to ask how to change it, you probably
ought to leave it alone" situations. But on the "Port Settings" tab of the
device in Device Manager that you want to edit you would choose the
[Advanced] button which would bring up a panel that would allow you to
adjust the COM Port Number. But you would only be able to choose COM3 if
COM3 is still available. If COM3 has already been assigned to another
device, then you would not be able to choose it. You would have to change
the other device's COM port from COM3 to another available COM port to make
COM3 available for your programming cable.
