[chirp_users] CHIRP FTM-3200DR Support?

Hello Jack,

Yaesu marks their radios with a trailing "E" for European (Region 1) or 
an "R" for the US market (region 2). When these trailing letters are 
missing, then you may assume that both varieties are supported.
