[chirp_users] Only 99 channels with Kenwood TM-281A

Thanks Nigel, I did the full reset from menu 99 as well as cycled the
power, unplugged and replugged cables, restarted CHIRP, etc. Nothing fixed
it so far. I'm baffled!!!
