You can do this within CHIRP as well...

Settings -> Advanced Settings -> Squelch Tail Eliminate (HT to HT): [ ]
Settings -> Advanced Settings -> Squelch Tail Eliminate (repeater): OFF
Settings -> Advanced Settings -> STE Repeater Delay: OFF
