[chirp_users] radio software available

Hi.

I recently purchase a Baojie BJ-318 that is not supported by Chirp yet, 
but I did get the software for it.

Unfortunately it is cludgy and does not import or cut/paste line by line 
either, but I wanted to provide a dropbox link for it for anybody who 
got the radio without software or for Chirp reverse engineering, if 
possible.
