[chirp_users] Ubuntu 20.04: no installation candidate

Pat;

I resist upgrading, just to say I have the latest and greatest. I have 
no idea how big a hassle it is to run under Crouton.  20.04 has things I 
like, and don't like.  Its Linux, if I don't like it, I change it.  :-)
