[chirp_users] Ubuntu 20.04: no installation candidate

Pat;

    I have versions 2.7 and 3.8 on my Ubuntu 20.04 systems.  Chirp works 
fine, it does find the correct version.  Not sure what the link is about 
that you posted, but its not required for Chirp.
