[chirp_users] Ubuntu 20.04: no installation candidate

I don't believe Ubuntu 20.04 automatically chooses the correct pythom
version, otherwise this tutorial
<https://linuxconfig.org/ubuntu-20-04-python-version-switch-manager> using
the update-alternatives command would be superfluous.
