[chirp_users] error message when attempting to connect to CHIRP

I have a Rugged RH5R-V@ (Baofeng UV5) and a Baofeng UV82C.

I have a Baofeng PC03 FTDI dual pin cable.

 

When I attempt to download my radio's information (rugged rh5r) while
connected to CHIRP, following all instructions, I receive the error massage;

 

"An error has occurred" Radio did not respond.

Can someone help me figure out what the problem is?
