[chirp_users] Use of Chirp

I had to reset my FT-60R.  I did write over the original memory download.

I installed the latest Chirp build, and can not download a new memory
template.

I tried reinstalling the FTDI USB driver and checked that it is registered
in the system. I reinstalled Chirp again with no success.

Any suggestions?
