[chirp_users] Use of Chirp

It seems it is not stressed enough that you must, VERY FIRST THING,
download an image of your radio and save it, and lock it down. Use it as a
template for everything moving forward. Never save over it, replace and/or
delete it.

Maybe getting rid of File /new and only make available download image and
open.
