[chirp_users] Using premade cvs or execl spreadsheet

Several have reported that Excel can insert extra random characters into empty cells which Chirp then rejectd.
I use Libre Office which seems OK.
The other problem is people having difficulty getting the columns and their labels in the right order.

Safer to stick to the Chirp editor.
