[chirp_users] Chirp version for LM 20

Linux mint 20 users suffer like Ubuntu 20.04 users (also other distributions too don't get me wrong) -- most packages that are dependent on python2 were removed such as libxml, pygtk2 and others.

The tldr is you can either do a one time fix by installing some packages from Ubuntu Xenial repos and then continue using the PPA or you can install flatpak support and then install the chirp flatpak package.

Does anyone know if there is a version in the works for LM 20. I have a system on 19.3 still because I couldn't get chirp to work on 20.
