Yes, that is taken care of in the first line of the install steps I gave:

apt install -y flatpak gnome-software-plugin-flatpak
flatpak remote-add --if-not-exists flathub
https://flathub.org/repo/flathub.flatpakrepo
flatpak install chirp-daily-20200807.flatpak
