Mike,

That would depend on if your radio is programmed in "Clone" mode or "Live" mode.

My Kenwood TH-F6a programs in Live mode. Changes to the memories in
CHIRP are made in real time to the TH-F6a so the radio must remain
connected during the editing process.

All of the rest of my radios are programmed using Clone mode. The
radios only need to be connected during the cloning (download/upload)
process.

Assuming that your VX-170 uses Clone mode, I would suspect that the
problem was with the "move memory up" option. Instead of using it, I
would suggest that you open a second tab for your radio and then copy
and paste the memories from the source tab to the new location in the
destination tab.
